Has MR President committed an impeachable offence?  It is an impeachable offence for the sitting president to approve a fund without Legislature approval. 

President Buhari is committed to fighting insurgents and may be he think waiting for  legislature assent may take eternity. 

It is a common knowledge that Legislature and Executives are not best of friends, if he had not circumvent the constitution the purpose of the fund may be defeated. 

Sum of $496m dollars was released to purchase fighter jet. 

President Buhari is  earnestly waiting for the process to commence.
