South Africa man threw his child off from....

South Africa man threw his daughter off their shack, he was protesting against demolition of his shanties 

Government agency in charge of environment rolled their caterpillar into their territory, they were to pull down some structures. 

In a bid to dissuade them  he threatened to throw his daughter off the shack. 

It was too late to rescue the child from being thrown off,  he threw the child but some policemen formed a wall that prevented the worst from happening. 

How would you describe this kind of a thing?  How mentally stable is this fellow, the child had suddenly becomes experimental animal.
